Hi ,

Based on your question what i understand is given below.

You would need to have the option "Apply these settings to all folders now" selected on all the outlook clients through anyone of the global method.

Step 1: 

Download the outlook office templates(.ADM file) and import it on anyone of the group policy.

Step 2 :

Then do the change on the Same group policy where you have imported the templates.

Step3 :

Then apply that change to the user to whomever you would like to have.

As an additional info if you are looking for an archive feature and retention policies.You can make use of both the features in exchange rather depending upon on the outlook client end features.

I apply the outlook autoarchive options via group policy.  However, users that create and maintain complex folder structures in their inboxes appear to go unaltered.  Evidently, newly created folders don't automatically inherit the autoarchive settings.  You must hit the "Apply these settings to all folders now" to properly force the propagation into all subfolders.
